To have dùng khi động từ tường thuật ở dạng quá khứ và động từ trong vế sau sẽ là thì quá khứ hoàn thành, hoặc khi động từ tường thuật ở thì hiện tại còn động từ vế sau ở thì quá khứ nha :>

A/Trời mưa to nên đường đến trường bị ngập lụt.
B/Anh ấy không ấy mà anh ấy có gửi quà chúc mừng.
C/Vì các em không thuộc bài nên các em không làm được bài.
VD như câu mẫu đề bài cho là: People say that he lived in the city. Bạn để ý động từ chính "say" là thì hiện tại đơn, nhưng mệnh đề sau 'that' chia ở quá khứ đơn. Nghĩa là 2 vế trong câu này lệch thì nhau, như vậy sẽ phải chuyển thành: He is said to have lived in the city.
Còn trường hợp câu mẫu của đề bài là: People say that he lives in the city. 2 vế trong câu đều cùng thì hiện tại đơn nên sẽ chuyển thành: He is said to live in the city.
Đó giải thích như vậy cho bạn hiểu. Tổng quát là, nếu thấy 2 vế trong câu lần lượt ở thì
+ hiện tại đơn - hiện tại đơn
+ hiện tại đơn - tương lai đơn (trường hợp này mình thấy ít gặp)
+ quá khứ đơn - quá khứ đơn
là phải dùng to V.
Còn:
